To troubleshoot this issue,

1. Go to Snap icon and right click select setting.
2. Make sure the EntitySnap modes you wanted are checked under the Geometry ESnaps and Reference ESnaps.
3. After that, go to Snap Settings.
4. Uncheck the Enable Snap Box.
5. Lastly, go to Display > Gravity Box.
6. Check the Enable ESnap gravity box and adjust the gravity box to larger.
