When exporting to a 3D PDF, text scaling depends on whether SOLIDWORKS is set to “Always display text at the same size.”
To preserve consistent sizing, you must ensure text scales relative to the model, not screen size.
1. Open Options menu -> Document properties -> Detailing -> Uncheck the box “Always display text at the same size”

2. Right click Annotation folder under feature tree > Details > Uncheck the box “Always display text at the same size”
